The Korean War Children's
Memorial project is an official city project being developed
under the aegis of the Department of Parks and Recreation of the City
of Bellingham, Washington. The city has provided the land in Big Rock
Garden Park for the construction of the memorial and some labor for
its construction but all other construction costs and other project
costs must be paid with money donated by outside sources.
The Whatcom Community Foundation,
(119-A Grand Avenue, Bellingham, WA 98225) is the fiscal
agent for this project. It administers a fund called the Korean War
Children's Memorial Fund (KWCM Fund). Invoices from the Korean War
Children's Memorial project are submitted by Dr. Drake, Project Coordinator,
to the City of Bellingham Park and Recreation Department for approval.
If approved by them the bills are sent to the Whatcom Community Foundation
for payment. In this manner the handling of funds is visible and accountable.
